COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Daniel P. Doyle, Chief of Police

SUBJECT:Title

Approve Total Expenditures Over $50,000 for Uniform Purchases to Universal Police Supply Company for FY 2016-17

Body

FUNDING SOURCE:

Various Departments

PURPOSE:

Approve total expenditures over $50,000 to Universal Police Supply Company in FY 2016-17 for the purchase of uniforms and duty supplies which exceeds the threshold under City Code Section §3.10.030.1.4 for Intermediate Purchases.

BACKGROUND:

The Lake Havasu City Police Department utilizes Universal Police Supply Company to purchase uniforms and other duty supplies based on their response to a competitive quote.  As of May 2017, the Police Department has spent approximately $49,000 with this vendor.  Included in this amount is $17,530 for the purchase of new duty holsters for all sworn officers for use with new duty weapons that the department will be transitioning to.  The duty holsters were purchased using RICO funds which is a one-time expense.  It is not anticipated that the department will exceed this threshold with this vendor in the next fiscal year.  Average annual spent for the past three fiscal years has been approximately $25,500.

COMMUNITY IMPACT:

Uniform and duty supply purchases occur when an officer is initially hired and are periodically replaced as necessary to ensure the officers have the proper tools to perform their duties.

FISCAL IMPACT:

There is no fiscal impact as these purchases do not exceed funds budgeted.
