Adopt Ordinance No. 17-1178 Amending City Code Chapter 5.12, Alcoholic Beverage License, To Delegate Approval for Special Event, Fair/Festival, and Extension of Premise Liquor Licenses to Reduce Processing Time

PURPOSE:

Adopt an ordinance amending Code Chapter 5.12 in order to reduce processing time.  

 

BACKGROUND:

The City received a notice from the Arizona Department of Liquor Licenses and Control urging the City to delegate approval for special events, fair/festival, and extension of premise liquor licenses to a designee, in lieu of a public hearing before the City Council, in order to reduce processing time.  Currently, all special event liquor license applications are brought before the City Council for recommendation, but are typically consent agenda items.  Extension of premise applications are currently processed by City staff.  The City does not routinely receive fair/festival applications.  A Fair/Festival liquor license is a series 16 license, which allows a licensed farm winery or craft distillery to serve products they produce at a festival, sanctioned county or state fair, or within the premises of a licensed special event.

 

In response to this request and in order to better serve the City’s constituents, City staff prepared the proposed revisions to Chapter 5.12 of the City Code, which delegate review and recommendation authority to the City Manager for these specific types of liquor license applications. 

 

Staff recommends adoption of this ordinance.

I move to adopt Ordinance No. 17-1178 amending Lake Havasu City Code Chapter 5.12, Alcoholic Beverage License, to delegate approval for special event, fair/festival, and extension of premise liquor licenses to reduce processing time.
