Approve Addendum No. 3 to City Manager Employment Contract with Charlie Cassens

PURPOSE:

Approve Addendum No. 3 to City Manager Employment Contract.

 

BACKGROUND:

Mr. Cassens has served as City Manager since 2010.  Mr. Cassens and the City entered into a two-year Employment Contract on June 24, 2014.  An Addendum No. 1 to the Contract was executed on June 9, 2015, extending the term and revising the compensation section.  Addendum No. 2 to the Contract was executed on June 14, 2016 revising the compensation.

 

In accordance with the Employment Contract, City Manager was evaluated on May 23, 2017, and the City Council directed that the Employment Contract be extended six months based upon a finding of favorable performance and in anticipation of City Manager’s retirement. 

 

COMMUNITY IMPACT:

The City Manager is the Chief Administrative Officer of the City and is responsible for providing the necessary executive leadership to carry out the mission, goals, and policies established by City Council. The City Manager advises and coordinates implementation of policies adopted by City Council and is responsible for providing leadership and management of the City's operations, including guidance, coordination, and planning service delivery. The City Manager is also responsible for long-range and strategic planning and develops recommendations for new programs indicating scope, cost justification and impact statements for consideration by City Council.

 

FISCAL IMPACT:

$83,756.40 six months’ salary plus benefits.
