PURPOSE:

Award bid for Fiscal Year 2016-2017 Slurry Seal Program in accordance with City Code § 3.10.030.1.5 Formal Purchases. (Project No. SM590C)

 

BACKGROUND:

Lake Havasu City maintains its roadways with standard maintenance practices, including the chip sealing of roadways as a primary preventative and restorative measure. Prior to 2009, the City also used a slurry seal topping on its chip seals to create a “Cape Seal” treatment. This provided a smoother surface, resulted in some increase in life and prevented chip loss.

 

Lake Havasu City is recommending we initiate this effort again on cul-de-sacs and short patch areas as necessary (less than 5% of the chip seal program). We will also consider using this treatment on those asphaltic concrete pathways where smoothness is a concern.

 

The per square yard cost of this treatment is $2.127. This compares to the chip including a third sweep is $1.43 per square yard. Slurry seal also requires a follow up fog seal every 3 to 5 years.

 

Five bids were received.  Regional Pavement Maintenance of Arizona, Inc. is the lowest responsive and responsible bid.  Their base bid with force account total is $108,500.35.

 

COMMUNITY IMPACT:

Chip seal is the most cost effective manner to maintain our community’s roadways. By using this method for the majority of our roadways, the City is able to afford more expensive treatments on a few select areas such as cul-de-sacs. The unique turning movements in cul-de-sacs and other limited areas cause chips to roll over, requiring additional protection. By adding this slurry seal treatment to these areas, we will be maximizing our resources and meeting our citizen’s expectations to the fullest extent possible.

 

FISCAL IMPACT:

Sufficient funds are available in the FY 16-17 Street Repair Contractual Services Account 221.5110.403.4306, and 110.3220.401.4306 to perform the work.
