Adopt Resolution No. 17-3125 Approving an Intergovernmental Agreement with the Arizona Department of Public Safety for the Transfer of a Virtual Training Simulator

PURPOSE:

To adopt a resolution approving the Intergovernmental Agreement with the Arizona Department of Public Safety (DPS) for the transfer of one (1) virtual training simulator to Lake Havasu City (Police Department) at no cost.

 

BACKGROUND:

The Arizona State Legislature recently allocated $2.1 million to DPS to purchase virtual training simulators to be used for training of law enforcement officers throughout the state of Arizona.  A total of seven (7) simulators will be strategically located throughout Arizona to provide the greatest accessibility to law enforcement officers.  The simulators will be located at Arizona Department of Public Safety (Central Arizona), Arizona Law Enforcement Training Academy (Central Arizona), Mesa Police Department (Central Arizona), Northeastern Arizona Law Enforcement Training Academy (Northern Arizona), Northern Arizona Regional Training Academy (Northern Arizona), Southern Arizona Law Enforcement Training Academy (Southern Arizona), and Western Arizona Law Enforcement Training Academy (Western Arizona).

 

COMMUNITY IMPACT:

The training simulator utilizes five (5) screens in a 300-degree immersive training environment.  Officers and cadets will receive state of the art simulation and tactical firearms and de-escalation training, which is vital for police-community relations. 

 

FISCAL IMPACT:

There is no out of pocket cost to the City for the acquisition of the virtual training simulator. The City will however record it as a donation and an asset.  Future operational and maintenance costs will be paid for by the Western Arizona Law Enforcement Training Academy (WALETA).
