Approve the Purchase of Ten (10) Conducted Energy Weapons (CEW) and a Five (5) Year Taser Assurance Plan with Taser International, Inc.

PURPOSE:

To approve the purchase of ten (10) Conducted Energy Weapons (CEW) and a five (5) year Taser Assurance Plan for the CEW in accordance with City Procurement Code § 3.10.010.5.A.1 and § 3.10.010.5.C.

 

BACKGROUND:

In FY 12/13, the Lake Havasu City Police Department entered into a five (5) year contract with Taser International, Inc. for the purchase of 58 Flex body worn cameras with supporting digital evidence management/storage (Evidence.com), and 92 X2 conducted energy weapons (CEW).  This current contract will be complete this fiscal year and, as a condition of the contract, the Police Department will be receiving a total refresh of the current CEW equipment.  The proposed contract for the next five (5) year term separates the body camera equipment and digital storage program from the CEW program to more accurately account for the differences related to the rapid changes in technology for the camera equipment.

 

This council communication addresses the purchase of an additional ten (10) CEW’s to equip the current staffing levels of police officers, detention officers, and animal control officers with the devices.  The five (5) year Taser Assurance Plan will again provide for a complete refresh of all CEW’s at the end of the five (5) year term.  Pricing is in accordance with Arizona State Contract ADSP015-080208.

 

COMMUNITY IMPACT:

The use of conducted energy weapons (CEW) is intended to control a violent or potentially violent individual while minimizing the risk of serious injury, resulting in fewer serious injuries to officers and suspects.  The goal is to protect lives, prevent injuries, and reduce litigation.

 

FISCAL IMPACT:

Budget appropriation will be requested in the upcoming biennial budget in the amount of $34,575.00 in FY 17/18 and $22,654.00 in FY 18/19 in the Police Department budget submittals.  The remaining years’ funding appropriation will be subject to each year’s subsequent budget process.  The total amount for the five (5) year period is $125,190.76.
