Approve a Five (5) Year Master Services and Purchasing Agreement with Taser International, Inc. for Digital Evidence Management/Storage and Flex 2 Camera Equipment

PURPOSE:

To approve a five (5) year agreement for digital evidence management/storage and replacement of current Flex camera equipment in accordance with the City’s Procurement Code § 3.10.010.5.A.17 and § 3.10.010.5.C.

 

BACKGROUND:

In FY 12/13, the Lake Havasu City Police Department entered into a five (5) year contract with Taser International, Inc. for the purchase of 58 Flex body worn cameras with supporting digital evidence management/storage (Evidence.com), and 92 X2 conducted energy weapons (CEW).  This current contract will be complete this fiscal year and, as a condition of the contract, the Police Department will be receiving a total refresh of the current body camera equipment that will include the most current technology.

The proposed contract for the next five (5) year term separates the body camera equipment and digital storage program from the CEW program to more accurately account for the differences related to the rapid changes in technology for the camera equipment. 

 

This council communication addresses the Evidence.com and body worn cameras, and includes fourteen (14) additional Flex 2 cameras and necessary licenses and storage capacity to support the digital evidence that is captured.  The proposed five (5) year contract includes another total refresh of the body camera equipment at the 2 ½ year mark of the contract, with an additional refresh at the end of the five (5) year term. 

 

COMMUNITY IMPACT:

Outfitting officers with body worn cameras allows law enforcement the ability to provide an objective account of their interactions with the community.  Cameras have demonstrated a mediating effect on both officers and citizens, since people tend to act differently when they know they are on camera.  Body cameras have been shown to reduce complaints and use of force reports, and their footage offers prosecutors and defense attorneys a better sense of what transpired at the scene of a possible crime.

 

Mobile technology provides an opportunity for law enforcement to foster better community relations, refine policing techniques and is an effective training tool for officers.

 

FISCAL IMPACT:

Budget appropriation will be requested in the upcoming biennial budget in the amount of $70,624.00 in FY 17/18 and $82,848.00 in FY 18/19 in the Police Department and Administrative Services - Information Technology budget submittals.  The remaining years’ funding appropriation will be subject to each year’s subsequent budget process.  The total award for the five (5) year period is $402,015.84.
