PURPOSE:
Introduce an ordinance to repeal City Code Section 11.06.080, Trails Advisory Committee.
BACKGROUND:
In 2015, the City Council created the Trails Advisory Committee (TAC) by Ordinance No. 15-1128 as a formal subcommittee of the Parks and Recreation Advisory Board. As a formal subcommittee, the TAC was required to comply with all state and local laws for public bodies, including Open Meetings Law and Public Records Law. This was problematic for the TAC as it wanted to take fieldtrips and conduct itself in an informal manner. This created concerns about potential violations of Open Meetings Law.
As a pilot effort approximately five months ago, the TAC was shifted to an informal subcommittee of the Parks and Recreation Advisory Board. Meaning the members of the informal subcommittee could meet without complying with Open Meetings Law, and the subcommittee chair (a member of the formal Parks and Recreation Advisory Board) provides updates and recommendations to the Parks and Recreation Advisory Board for formal action.
Based on the success of this pilot effort, City staff recommends the dissolution of the Trails Advisory Committee and introduction of this Ordinance.
