PURPOSE:
To approve expenditures for professional legal services anticipated to exceed $50,000 in accordance with the City’s Procurement Code § 3.10.010.5(C).
BACKGROUND:
In April of 2016, the City received notification from the Arizona Department of Environmental Quality (“ADEQ”) that it intended to place the State Route 95 & Kiowa Boulevard Site on the Water Quality Assurance Revolving Fund (“WQARF”) Registry. In June of 2016, the City retained Barbara Pashkowski from the law firm of Gust Rosenfeld to assist and advise the City with respect to the WQARF notice as well as interactions with outside parties. Barbara has extensive experience in this area of law and previously worked in the Environmental Enforcement Section of the Arizona Attorney General's Office.
