Adopt Resolution No. 17-3121 Approving the Intergovernmental Agreement with Mohave County Flood Control District to Facilitate FEMA Cooperating Technical Partners Grant Funding Management

PURPOSE:

Adopt resolution approving agreement to obtain grant funding through the Mohave County Flood Control District to evaluate and update flow rates and hydraulic modeling in the City’s upper watershed and regional channels (washes).

 

BACKGROUND:

Drainage Master Plan hydrologic and hydraulic (H&H) analyses was last fully completed for the developed portion of Lake Havasu City in 2008. The methods used for the hydrologic and hydraulic analyses consisted of HEC-1 and HEC-RAS modeling, respectively. Since then, relatively minor revisions to the HEC-1 and HEC-RAS models have been made, and FLO-2D is now recognized as the industry standard for hydraulic modeling in Mohave County.

 

COMMUNITY IMPACT:

The updated FLO-2D modeling software is better suited to estimate the uncertainty associated with unconfined flow characteristics, such as significant flow splits. This modeling effort will provide more accurate estimates of flow rates within the City’s upper watershed and regional channels.  Updated hydraulic modeling results can be used to evaluate/validate most current lateral erosion, scour, and aggradation/degradation estimates within regional channels. The updated information can be used to assess flood risk protection associated with levee-like structures within and outside City limits and confirm the CIP related to wash bank stabilization is appropriate.

 

FISCAL IMPACT:

The total cost of the project is $250,000.  The City’s portion is a FEMA required 25% match ($62,500) and a 5% administrative fee ($12,500.00) for a total fiscal impact of $75,000.  Sufficient funds are available in Project No. DR1010.
