Adopt Resolution No. 17-3120 Authorizing the Submission of a Grant Application to the U. S. Department of Justice Office of Justice Programs, National Institute of Justice for a UV/IR Camera and Related Equipment

PURPOSE:

Adopt a resolution authorizing the submission of a grant application to the U. S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice’s (NIJ) Research and Development in Forensic Science for Criminal Justice Purposes Program for the purchase of a specialized forensic camera kit and related accessories (filters, lens adapters, lenses, lighting) capable of imaging in the ultraviolet (UV), visible (VIS), and infrared (IR) ranges.

 

BACKGROUND:

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice (NIJ) is seeking applications for funding of basic or applied research and development in forensic science for criminal justice purposes. The intent of the program is to direct the findings of basic scientific research, research and development in broader scientific fields applicable to forensic science and ongoing forensic science research toward the development of highly discriminating, accurate, reliable, cost-effective and rapid methods for the identification, analysis and interpretation of physical evidence for criminal justice purposes.  This program furthers the DOJ’s mission by sponsoring research to provide objective, independent, evidence-based knowledge and tools to meet the challenges of criminal justice, particularly at the state and local levels.

 

COMMUNITY IMPACT:

The UV/IR camera and related accessories will enable the Lake Havasu City Police Department’s Crime Scene Technician (CST) to nondestructively detect and document an immense variety of evidence that is often missed or unable to be detected by the naked eye.  It is vital that every effort is made to locate, document, and recover such evidence as it offers the best chance to implicate or exonerate suspects and ultimately achieve justice and closure.

 

FISCAL IMPACT:

Grant funding in the amount of $18,000.00.  No matching funds are required for this grant.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 17-3120 authorizing the submission of a grant application to the U. S. Department of Justice Office of Justice Programs, National Institute of Justice for a UV/IR camera and related equipment; and authorize the City Manager to execute all subsequent agreements, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete the activities funded and required by the grant subject to review and approval by the City Attorney.
