PURPOSE:

Adopt a resolution approving a grant application with the Federal Aviation Administration for the construction and installation of an electrical vault and emergency back-up generator at the Lake Havasu City Municipal Airport.

 

BACKGROUND:

In April 2016, C&S Engineers, Inc. was selected to perform engineering services for the Lake Havasu City Municipal Airport to include general and task specific services for grant funded Airport projects (existing CIP). The draft scope provided would be the basis for these projects and those developed by Lake Havasu City, the Arizona Department of Transportation (“ADOT”) and the Federal Aviation Administration (“FAA”). Initial task order for the electrical vault improvements for the design phase (based on agreed upon rates) was negotiated and accepted by the FAA through the Lake Havasu City and FAA/ADOT processes. The general services contract and specific task order to the project were approved by City Council on June 14, 2016.

 

The design phase has been completed and will be submitted to ADOT for 100% design review this month. FAA has requested an updated grant application for the construction phase of the electrical vault project which is attached. The total construction grant fees, including administration, construction, construction management and grant close-out services are estimated at $611,260. The FAA match is $556,614, ADOT match is $27,323, and Lake Havasu City match is $27,323. City administrative costs (in-kind) may also be used to reduce the City match.

 

COMMUNITY IMPACT:

The Lake Havasu City Municipal Airport is a vital economic and transportation mode in our community. The Airport plays a significant role in the local economy, creating and sustaining nearly 100 direct jobs (both City and private industry) and provides facilities for various visitors (work and recreational) throughout the year.

 

By implementing this project, the ability of the Airport to continue functioning over the long term is improved.

 

FISCAL IMPACT:

Construction is not expected to start until FY 17/18.  The FY 17/18 budget will include $455,000 in construction carry forward from FY 16/17 and an additional $156,260 to equal the total project construction costs of $611,260; FAA grant match is $556,614, ADOT grant match is $27,323, and the City match is $27,323. The City match will be funded with bond proceeds.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 17-3118 approving the grant application with the Federal Aviation Administration for the construction and installation of an electrical vault and emergency back-up generator and authorize the City Manager to execute all subsequent grant agreements, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete the activities funded and required by the grant subject to review and approval by the City Attorney.
