Approve Sole Source Purchase of Badger Water Meters from National Meter & Automation, Inc

PURPOSE:

Approve sole source purchase of Badger Meters in accordance with City Code § 3.10.010.5(A)(2).

 

BACKGROUND:

The Lake Havasu City Operations, Water Division, has used Badger Meters exclusively as a standard meter since the formation and inception of the Irrigation & Drainage District, (ID&D), which began in 1962.  These meters are primarily used for residential, irrigation and light commercial application which range in size from 5/8” - 2”.  Approximately 33,000 Badger Meters have been installed to date throughout Lake Havasu City.

 

Larger diameter meters which range in size from 3” to 8” are not included in this request, however these meters are reviewed on an as-needed basis, at which time the Division will compare different manufacturers to ensure accuracy and accountability benchmarks are achieved.  This sole source is based on the necessity to standardize meters.  Benefits of standardization include cost-efficiency, reliability, and interchangeable parts, which allows the Water Division to stock fewer parts and overall ease of meter replacement.

 

National Meter & Automation, Inc., is the exclusive sales representative in the state of Arizona for Badger Meters.  The Water Division anticipates expenditures for water meters will exceed the $50,000 threshold established by the procurement code, which requires Council approval for FY2016-17.

 

COMMUNITY IMPACT:

Authorization of these expenditures ensures continued provision of requited goods to meet the needs of the City in cost effective manner.

 

FISCAL IMPACT:

Funds in the amount of $500,000 for FY2016-17 have been budgeted in the Irrigation & Drainage District Water/Sewer Supplies Fund Acct No. 521.4110.421.5213
