PURPOSE:
Introduce an ordinance to amend City Code Section 11.08.220, Financial Responsibility, to update the financial responsibility requirements for owners of aircraft based at the airport.
BACKGROUND:
Earlier this year, discussions ensued with the Airport Advisory Board regarding the City’s insurance and liability language contained in airport contracts. A concern was raised about the language contained in City Code Section 11.08.220, which establishes minimum insurance requirements for aircraft based at the airport. This language caused confusion with respect to the minimum insurance requirements contained in airport contracts. Although City Code Section 11.08.220 does not prohibit the City from having greater insurance coverages or types in contracts, in order to avoid further confusion and as a good practice, it is recommended to amend this section.
The proposed amendments remove the specific insurance coverage amounts because insurance coverages vary depending on the situation and it is not a good practice to place specific coverage amounts and types into the City Code.
The Airport Advisory Board recommended at its September 21, 2016, meeting the adoption of the proposed amendments to City Code Section 11.08.220.
