PURPOSE:

To reaffirm adoption of an addendum to an existing intergovernmental agreement between the Arizona Department of Housing - Office of Manufactured Housing and Mohave County to enforce installation standards for commercial and residential factory built buildings in Lake Havasu City.

BACKGROUND:

The Arizona Department of Fire, Building, and Life Safety - Office of Manufactured Housing (“OMH”) entered into intergovernmental agreements with local jurisdictions for enforcement of the OMH installation standards in their respective jurisdictions to eliminate unnecessary duplication of inspections.  To incorporate other local jurisdictions into the agreement, an addendum to the existing agreement was completed.  The agreement between OMH and Mohave County expired in early 2016 and it became necessary to execute a new agreement.

The County considered a new intergovernmental agreement for enforcement of installation standards with the OMH on June 6.  On June 14, 2016, the Lake Havasu City Council approved an Addendum to Existing Intergovernmental Agreement to continue the expanded installation inspections in Lake Havasu City.  Shortly after City Council approval, the State of Arizona revised its template agreements with the major revisions being their name and signatories.  There were no other substantive changes.  The revised Addendum and Intergovernmental Agreement are attached.

COMMUNITY IMPACT:

Approval of this Addendum to Existing Intergovernmental Agreement eliminates unnecessary duplication of installation inspections.
