PURPOSE:
To award bid for the Mesquite Parking Lot Paving Project in accordance with City Code Section 3.10.030.1.5. (Project SM309Q)
BACKGROUND:
Lake Havasu City constructed a parking lot, playground and splash pad at the Mesquite Avenue site beginning in 2013 with grading and concrete work. In late 2013, the parking area was paved with milled material salvaged from the Acoma Rehabilitation project for very little cost. The surface was chip sealed in early 2014 for approximately $15,000. This work provided a workable parking area for approximately 3 years. This new project will remove that surface, re-compact the asphaltic base and place 2” of new AC to provide a long term (20 year) parking area.
On August 25, 2016, the following bids were received:
ABC Asphalt $103,900.00
Cactus $103,160.00
Pioneer Earthmovers, Inc. $ 87,700.00
Staff has performed a bid evaluation on the apparent low bidder, Pioneer Earthmovers, Inc. and the reference review was satisfactory and acceptable.
COMMUNITY IMPACT:
Paving the parking lot for the Mesquite Park will provide a smooth, long lasting surface for the use of park patrons (playground and splash pad), special event users and citizens and visitors to the McCulloch and Mesquite areas.
FISCAL IMPACT:
Funding for this project was included in the Operations Department, MSD Divisional Budget, Line Item 110.3220.401.4306, Street Repair Contractual Services, non-HURF.
