PURPOSE:

To approve cooperative purchase for one (1) Animal Control Vehicle - 2017 F250 Super Cab 4X2 with ARF Animal Body in accordance with City Code § 3.10.010.5(A1).

 

BACKGROUND:

The Lake Havasu City Vehicle Maintenance Section is requesting approval to purchase one (1) Animal Control Vehicle - 2017 F250 Super Cab 4X2 with ARF Animal Body to replace vehicle #2221. Cost of the new vehicle outfitted with the Animal Body is $51,601.63.

 

The Vehicle Maintenance Section seeks to procure this vehicle through cooperative purchase from the Arizona State Procurement Office (SPO) Contract Number X2A/ADSPO12-016671. This process will allow the Vehicle Maintenance Section to take advantage of lower pricing for the products due to the State Procurement Office (SPO) soliciting for larger volume contracts.

 

Vehicle #2221 is a 2005 Chevy Van with 56,152 miles. Based on the Vehicle Replacmeent Evaluation System, it has 30.6 points. 32 points qualifies a vehicle for review. The original purchase price of the vehicle was $33,557.00. To date, $12,638 has been expended on maintenance and repairs for this vehicle. Due to the points, this vehicle would normally not be considered for replacment but at the request of the PD and with the concurrence of VM, they reviewed the maintenance history of the vehicle, the needs of the department and this recommendation was a part of the FY 16-17 Approved Budget.

 

The vehicle was not opriginally purchased for Animal Control activities and has been used as a stop gap measure when this duty was assumed by LHCPD. The vehicle is not reliable in this activity, the generator (added after the fact) that was installed to run the air conditioner is problematic and cages are carried loose in the vehicle. The Police Department identified in the vehicle replacement review process that this unit was not meeting their needs. Approximatley 11,000 miles per year are being placed on the unit.

 

 

COMMUNITY IMPACT:

Providing a cost-effective and reliable fleet of vehicles and equipment allows Lake Havasu City departments and divisions to meet their goals of providing efficient and effective services, utilities and programs for the community.

 

FISCAL IMPACT:

Appropriations in the amount of $55,000 are available in the General Fund account # 110-2113-402.61-09
