PURPOSE:

Approve Amendment No. 1 to Agreement for Engineering Services for Kings View Condo Bridgewater Channel Erosion, Retaining Wall Reconstruction, and Erosion Mitigation Assessment in accordance with City Code Section 3.10.040.1 (F).

BACKGROUND:

In February 2016, an Agreement for Engineering Services in the amount of $48,118 was entered into with Kimley-Horn & Associates, Inc. for the design of a portion of seawall replacement along the Bridgewater Channel in front of the King’s View Condominiums. During the design process, communications with the United States Army Corps of Engineers (USACE) occurred, due to the proximity of the project to the Ordinary High Water Mark (OHWM).

After lengthy discussions, it was determined this project would require permitting with the USACE beyond the scope of the original contract. The proposed agreement amendment will provide for services to complete the required permitting process.

City Code requires an aggregate increase resulting from all amendments to a contract exceeding 15% of the original contract price be approved by the City Council prior to authorization of performance of the work.

COMMUNITY IMPACT:

The completion of the required permitting will allow for the project to be completed within a short window of opportunity. Completion of the repair is crucial to the protection of the walking path, critical water and sewer infrastructure, and prevents the shoreline from further erosion.

FISCAL IMPACT:

Appropriations in the amount of $15,192 are budgeted for in project CI1000 account 351-1840-401.62-04.
