PURPOSE:
Adopt a resolution approving a Grant Agreement with the Federal Aviation Administration for the design and installation of Electrical Vault and Emergency Back-Up Generator at the Lake Havasu City Municipal Airport.
BACKGROUND:
In April 2016, C&S Engineers, Inc. was selected to perform engineering services for the Lake Havasu City Municipal Airport, General Services and Task Specific, for grant projects for Airport Projects (existing CIP). The draft scope provided would be the basis for these projects and those developed by Lake Havasu City, the Arizona Department of Transportation (“ADOT”) and Federal Aviation Administration (“FAA”). Initial task order for electrical vault improvements (based upon agreed upon rates) was negotiated and accepted by FAA through the Lake Havasu City and FAA/ADOT processes.
The general services contract and specific task order to the project were approved by City Council on June 14, 2016.
The total engineering fees including administration, final design and bid fees are $40,000.00. FAA match is $36,424, ADOT match is $1,788 and City match is $1,788. The City administrative costs (in-kind) can also be used as match as necessary.
COMMUNITY IMPACT:
The Lake Havasu City Municipal Airport is a vital economic and transportation node in our community. It plays a significant role in the local economy with nearly 100 direct jobs (both City and Private) as well as brining in many work related visitors (military and civilian training).
By implementing this project, the ability of the Airport to continue functioning over the long term is improved.
FISCAL IMPACT:
Sufficient funds, not to exceed $40,000, are available in account 551-5601-423.62-04

SUGGESTED MOTION:Recommended Action
I move to adopt Resolution No. 16-3078 approving the Grant Agreement with the Federal Aviation Administration for the design and installation of Electrical Vault & Emergency Back-Up Generator and authorize the City Manager to execute all subsequent agreements, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete the activities funded and required by the grant subject to review and approval by the City Attorney.
