PURPOSE:

Adopt Resolution No. 16-3077 Approving Assistance Agreement with the Bureau of Reclamation for the Implementation of the 2015 Water Conservation Plan- R16AP00038

 

BACKGROUND:

Lake Havasu City submitted a grant proposal for the 2016/17 Water Conservation Field Services Program sponsored by the Bureau of Reclamation as part of their commitment to assist Colorado River water contract holders implement their Water Conservation Plans. The proposal, consisting of the installation of two rainwater harvesting systems, one each at the Aquatic Center and at the Operations Maintenance Facility building, has been accepted and an assistance agreement awarded.  The term of the agreement is for one year to construct the rainwater harvesting systems that would supplement irrigation to landscaping around both facilities.  As cisterns will supply rainwater over a period of time, less potable water is consumed for irrigation at these sites.  The amount of actual water saved over the year will be recorded and used to help determine the value of this conservation measure and whether installation of these systems is feasible on other buildings in the city.

 

COMMUNITY IMPACT:

The City faces Colorado River water shortages and has been working to maximize its water use efficiency.  This rainwater harvesting conservation measure not only facilitates this effort, but also exemplifies a way that residents and businesses can save on their irrigation costs.

 

FISCAL IMPACT:

Total cost of the project is $65,868.05.  The Federal assistance share is $31,416.00 in account 521-4502-421.46-18 with the remaining $34,452.05 as in-kind share for staff time and labor.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 16-3077 approving the Assistance Agreement No. R16AP00038 with the Bureau of Reclamation for the Implementation of the 2015 Water Conservation Plan; and authorize the City Manager to execute all subsequent agreements, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete the activities funded and required by the grant subject to review and approval by the City Attorney.
