Adopt Resolution No. 16-3072 Ratifying City Manager’s Execution of Assistance Agreement, Modification No. 1, with the Bureau of Reclamation to Extend the Water Conservation Rebate Program to June 30, 2017

PURPOSE:                      

To ratify the City Manager’s execution of an assistance agreement to extend the Water Conservation Rebate Program to June 30, 2017.

 

BACKGROUND:                     

Lake Havasu City submitted a grant proposal for the 2015 Water Conservation Field Services Program sponsored by the Bureau of Reclamation as part of its commitment to assist Colorado River water contract holders implement their Water Conservation Plans.  The proposal, consisting of re-establishing a water conservation rebate program for 2015-2016 and to help enhance the City’s water conservation website, was accepted and an assistance agreement awarded.  The term of the agreement was for one year, yet program funds were not exhausted.  This one-year extension provides opportunities for the City’s water customers to take advantage of the available funding. The water conservation rebate program has offered rebates for replacing out-dated high flush toilets in older residences with newer low-flow toilets, swimming pool covers, hot water recirculation pumps, and smart irrigation sensors.  These items will continued to be included in the rebate program along with two new appliances, high efficiency clothes washers and dishwashers.

 

COMMUNITY IMPACT:    

The City faces Colorado River water shortages and has been working to maximize its water use efficiency.  One avenue to this goal is to help citizens lower their consumption of water.  The rebate program has been offered three times in the past and has been very well received by the community.

 

FISCAL IMPACT:                     

The assistance agreement modification is a no cost extension.  Approximately $31,404.64 is remaining from the original $98,201.30 total project funding. The Federal unobligated balance as of June 30, 2016, is approximately $14,822.99.

I move to adopt Resolution No. 16-3072 ratifying the City Manager’s execution of the Assistance Agreement, Modification No. 1, with the Bureau of Reclamation to extend the Water Conservation Rebate Program performance period to June 30, 2017.
