PURPOSE:

Award Agreement for Engineering Services for the Lake Havasu Avenue Reconstruction Project in accordance with City Code Section 3.10.040.  (Project No.ST3270)

 

BACKGROUND:

The Lake Havasu Avenue pavement between Mesquite Avenue and Swanson Avenue is at the end of its useful life as demonstrated by failure, cracking and rutting. The current Pavement Condition Index (PCI) is 38 on a scale of 100. The handicap ramps throughout the area are not in compliance with current ADA regulations. The underground utilities are approximately thirty (30) years old. The traffic in this section of Lake Havasu Avenue has many access points (driveways) and conflicting turning movements, and there have been over 100 traffic accidents within the last five years.

 

COMMUNITY IMPACT:

The complete reconstruction of this roadway section is intended to improve traffic flow and safety. Improvements to the roadway section, traffic signals and lights are all planned to be evaluated and considered. Pedestrian and ADA improvements will also be identified through the design and incorporated into the project. Business access and the effects of the project are important, and therefore, services to assist staff with public involvement and coordination efforts are planned as part of the design phase.

 

Utility evaluations of the current water, sewer and storm drain systems will be completed and staff will closely coordinate with local private utilities to incorporate upgrades as needed. Lighting and landscaping will also be a component of the project and all new improvements will follow the Downtown Corridor design guideline which is scheduled to be complete prior to final design.

 

FISCAL IMPACT:

Sufficient funds are available in the Lake Havasu Avenue Reconstruction Project, Project No. ST3270, Account Nos. 221-5110-403.62-02, 521-9100-498.92-21, and 533-9100-498.92-21.
