Discussion and Action: Construction Manager At Risk Construction Services Contract and Guaranteed Maximum Price for the Construction Phase of the Second Bridge & Roadway Improvement Project (Jason Hart)

CIP - Water/Wastewater/Drainage Funds

 

PURPOSE:

To consider approval of the Construction Manager at Risk (CMAR) Construction Services Contract and Guaranteed Maximum Price (GMP) with Ames Construction, Inc. (Contract 500575), for the Second Bridge & Roadway Improvement Project in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

CMAR Services are separated into two phases:

 

Phase 1 - pre-construction services during the design phase; and

Phase 2 - construction services for a GMP for construction of the project.

 

This recommendation is to consider award of the Phase 2 construction services and GMP of Second Bridge & Roadway Improvement Project.

 

Phase 1 Pre-Construction CMAR Services with Ames Construction, Inc., was awarded on February 25, 2025.  The scope of Phase 1 is complete and the GMP for construction services was delivered to the City on August 10, 2026.

 

GMP Pricing for Phase 2 was received and negotiated in the amount of $39,921,502.30. This price includes all costs of construction.

 

COMMUNITY IMPACT:

A second bridge will improve safety and provide an additional emergency evacuation route.

 

FISCAL IMPACT:

Funds are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan budget utilizing the Arizona State Legislative Appropriation, Wastewater Utility Fund, Water Utility Fund, and the Drainage Fund. The utility and drainage funds are attributable to the utility and drainage costs of the project.

I move to approve the Construction Manager At Risk Construction Services Contract and Guaranteed Maximum Price in the amount of $39,921,502.30 with Ames Construction, Inc., and authorize the City Manager to execute the Contract with Ames Construction, Inc.

 

I move to not approve the Construction Manager At Risk Construction Services Contract and Guaranteed Maximum Price with Ames Construction, Inc. Construction, Inc.
