PURPOSE:
To consider adopting a resolution approving an Intergovernmental Agreement (IGA) with the State of Arizona, Department of Transportation (ADOT) for scoping services to review a Highway Safety Improvement Program (HSIP) application to install a traffic signal at the intersection of Palo Verde Boulevard North and Lake Havasu Avenue North.
BACKGROUND:
The intersection of Palo Verde Boulevard North and Lake Havasu Avenue North has been identified as a location with significant safety concerns, highlighted by a recent fatal crash involving a left-turning vehicle and a pedestrian. To improve public safety and reduce the potential for similar incidents, the City is proposing a road safety improvement project at this location.
The project involves the design and installation of a new traffic signal to better control vehicle and pedestrian movements through the intersection. The addition of a signal is anticipated to reduce the frequency and severity of angle and left-turn related crashes, providing a safer and more orderly traffic flow for motorists, cyclists, and pedestrians.
Determination of whether the project is eligible for HSIP funding for design and construction will be made following project scoping and approval by the State Transportation Board.
COMMUNITY IMPACT:
The installation of a traffic signal at the intersection of Palo Verde Boulevard North and Lake Havasu Avenue North will improve safety for pedestrians, cyclists, and motorists.
FISCAL IMPACT:
The scoping services will cost $40,000. $37,720 will be paid with Federal Aid Funds and $2,280 will be paid with Fiscal Year 2024-25 Highway User Revenue Funds. If the final project amount exceeds the initial
estimate(s) identified in Exhibit A, the City is responsible for any and all actual costs exceeding the initial estimate.
