GENERAL INFORMATION:

To update the Planning Commission on the current progress of the 2026 General Plan Update.  This update is being presented by staff with materials provided by the consultant team at Logan Simpson Design, Inc.  The consultant team will not be available.

 

BACKGROUND:

Lake Havasu City is mandated by Arizona state law to update its General Plan every ten years to ensure that it aligns with the community's evolving needs and priorities. The General Plan serves as a critical framework for guiding future growth and development, covering key areas such as land use, transportation, and public services.

The last comprehensive update to the City's General Plan was completed in 2016. Over the past decade, the City has experienced changes, including population growth, economic development, and community priorities. To address these changes and to provide a strategic vision for sustainable development, it is essential to undertake a thorough and collaborative update of the General Plan. To fulfill this requirement, the City hired Logan Simpson Design, Inc., to undertake this important project, which will ultimately be put before the citizens for a vote in November of 2026.

The Launch, Discover, and Envision phases of the five-phase update process (copy of phasing plan is attached) are now complete or nearly complete. The fourth phase “Build” is currently underway; however, it is still too early to provide substantive updates. Key components such as the Future Land Use Map and the Goals, Policies, and Objectives will be included in the next update.

This report primarily highlights the Envision phase, which spanned from March to August 2025 and included a range of public engagement efforts: online questionnaires, community events, visioning workshops, drop-in sessions, and stakeholder listening meetings.
