PURPOSE:

To consider adopting a resolution approving an Intergovernmental Agreement (IGA) with the State of Arizona, Department of Transportation (ADOT), for installation of thirty (30) flashing yellow arrow signal heads across eight (8) intersections, and the deployment of cellular communications at thirteen (13) intersections, enhancing left-turn safety and improving adaptive timing capabilities and signal efficiency.

BACKGROUND:

The intersections included in this project are as follows:

Acoma Boulevard and McCulloch Boulevard

Acoma Boulevard and Mesquite Avenue

McCulloch Boulevard and Smoketree Avenue

McCulloch Boulevard and Riviera Avenue

Capri Boulevard and McCulloch Boulevard

Lake Havasu Avenue and Smoketree Avenue

Lake Havasu Avenue and Swanson Avenue

Lake Havasu Avenue and McCulloch Boulevard

Lake Havasu Avenue and Mesquite Avenue

Lake Havasu Avenue and South Palo Verde

Lake Havasu Avenue and Industrial Boulevard

Acoma Boulevard and South Palo Verde Boulevard

South Palo Verde Boulevard and Kiowa Avenue South

The intersections being updated have outdated equipment and the upgraded additions will improve signal efficiency and traffic flow for both motorists and pedestrians.

COMMUNITY IMPACT:

The upgrade of signals at the thirteen (13) intersections will improve safety for pedestrians, cyclists, and motorists.

FISCAL IMPACT:

The cost of the product, installation, and traffic control is $822,236 covered with Federal Aid Funds through the HURF exchange. If the final project amount exceeds the initial estimate(s) identified in Exhibit A, the City is responsible for any and all actual costs exceeding the initial estimate, and funding will have to be identified at that time.
