PURPOSE:
To consider the introduction of an ordinance to amend Lake Havasu City Chapter 2.44 by adding four sections related to the appointment and authority of Police Service Assistants and Citizens on Patrol Members.
BACKGROUND:
To increase efficiency and maximize the resources within the patrol division, the Police Department is currently in the process of implementing a new program in which individuals will be under contract to act in the capacity of a Police Service Assistant. The purpose of these Police Service Assistant positions is to help police officers by responding to and investigating lower priority calls for service. These are calls such as traffic accidents, private property accidents, parking complaints, abandoned vehicles, delayed theft investigations, and vandalism. They will also perform routine patrols of city parks, assist with traffic control during accident investigations, property watches, and assist with special events. The department also currently has ten Citizens on Patrol members who recently graduated from a rigorous academy and will assist in the taking of reports involving civil infractions of the Lake Havasu City Code, act on parking violations, and assist with traffic control in various circumstances.
The purpose of the amendment proposed to this ordinance is to outline the requirements of appointing Police Service Assistants and Citizens on Patrol Members, as well as the authority granted to these titles.
COMMUNITY IMPACT:
The intention of Police Service Assistants and Citizens on Patrol Members is to increase efficiency by providing quicker response times to citizen requests for lower priority police calls for service and are instrumental in ensuring the availability of sworn police officers to conduct more critical patrol activities.
FISCAL IMPACT:
There is no fiscal impact related to the addition of these sections to Lake Havasu City Code Chapter 2.44.
