SITE ANALYSIS:

The property is located at 4141 Colt Drive, in the northeast corner of the original City platted area. The property is Tract 2295, Block 4, Lot 8. It measures 4.45-acres and has 230 feet of street frontage along Colt Drive, as shown on the attached original Tract Map. 

 

The site generally slopes up to the northeast and was bisected by a gully. A wash abuts the west side of the property. A permit was issued for rough grading to the property to fill in the gully and create four potential building pads. The wash to the west was not affected by the grading work. 

 

The property is zoned R-A and is currently vacant. The properties to the west and south are also zoned R-A and contain a mix of single-family homes and vacant land. The property to the north is owned by the BLM, and the property to the east is owned by the Arizona State Land Department. These properties are zoned A-P (Agriculture Preservation District) and are undeveloped.

PROPERTY AND APPLICATION BACKGROUND:

The owner plans to re-subdivide Tract 2295, Block 4, Lot 8, into four residential lots. The R-A zoning district requires one-acre lot size minimums. The four proposed lots measure between 1.005 and 1.167-acres in size.

 

In lieu of a new public street, the developer proposes private ingress/egress easements to serve the new lots. A pair of new 23-foot and 15-foot Ingress/Egress, Public Utility and Drainage Easements are proposed. The applicant is using this design because of the challenging grade changes throughout the site. 

 

The existing 20-foot Public Utility and Drainage Easements along the north and east boundaries of the subdivision will remain.

OTHER COMMENTS:

The Fire Marshall will require fire sprinklers for any new homes and fire hydrant(s) to serve the development.

 

The Engineering Division will require a development agreement addressing access to, and maintenance of, City water utilities within the subdivision.

 

The development is outside the existing sewer system, so individual on-site wastewater treatment systems (septic tanks) will be required when each lot is developed.

STAFF RECOMMENDATIONS:

Staff recommends that the Preliminary Subdivision Plat for Tract 2405, a re-subdivision of Tract 2295, Block 4, Lot 8, for a 4-lot residential subdivision in the R-A, be approved with the following conditions:

 

1.                     A development agreement addressing access to, and maintenance of, City water utilities within the subdivision shall be reviewed and approved the City,

2.                     All homes will require fire sprinklers,

3.                     Fire hydrant(s) shall be installed to serve the development,

4.                     On-site wastewater treatment systems (septic tanks) will be required when each lot is developed.

 

SUGGESTED MOTION:Recommended Action

I move to approve land use action ID #20-2625, a Preliminary Subdivision Plat for Tract 2405, a re-subdivision of Tract 2295, Block 4, Lot 8, for a 4-lot residential subdivision in the Residential Agriculture District, be approved with the following conditions:

 

1.                     A development agreement addressing access to, and maintenance of, City water utilities within the subdivision shall be reviewed and approved by the City,

2.                     All homes will require fire sprinklers,

3.                     Fire hydrant(s) shall be installed to serve the development,

4.                     On-site wastewater treatment systems (septic tanks) will be required when each lot is developed.
