PURPOSE:
To consider approval of a Professional Services Agreement (500646) for the 2025 Water Master Plan with Jacobs Engineering Group Inc. in accordance with City Code §§ 3.10.010.2 (Technical Registrant) and 3.10.030.1.
BACKGROUND:
Lake Havasu City last developed a Water Master Plan in 2018. Since that time the City has undergone many changes through growth and development. These changes have a direct effect on the water demands and infrastructure of the water system. This emphasizes the need to evaluate the current state of the water system, calculate the projected water demands, and plan upgrades to the water system.
The water system in Lake Havasu City consists of a treatment plant, 14 pump stations, 26 reservoirs, 11 wells, and one (1) horizontal collector well (HCW) and approximately 500 miles of pipe, ranging in diameter from 4 inches to 48 inches.
The City’s goal is to have in place for Fiscal Year 2025-26 a new comprehensive Water Master Plan (WMP) to serve the City over the next 5 to 10 years, which incorporates updated water demands, addresses water supply issues, evaluates distribution system needs, and develops a prioritized capital improvement program.
Staff has partnered with Jacob’s Engineering Group, Inc., to evaluate the current water system and develop the 2025 Water Master Plan. This effort will include elements of the 2018 as well as existing planning documents such as the 2024 update to the Wastewater Master Plan. The overall goal of this work is to secure the functional reliability and operational flexibility of the Lake Havasu City water system to meet the water demands today and into the future.
COMMUNITY IMPACT:
Ongoing planning efforts that anticipate growth and development along with upgrades and improvements that maximize the effectiveness of the water system. The plan will include current and projected demands, opportunities for increasing efficiency, and suggested capital improvements.
FISCAL IMPACT:
Funds are allocated and available in the Public Works Department, Water Utility Division, Fiscal Year 2024-25 budget.
