PURPOSE:
To consider approval of the cooperative purchase of HA5 high-density mineral bond pavement preservation services for Fiscal Year (FY) 2026-27 from Holbrook Asphalt, LLC, (Contract 500775) utilizing the City of Mesa Agreement No. 2025147, in accordance with City Code §§ 3.10.010.3 (A)(1) and 3.10.030.1.
BACKGROUND:
Lake Havasu City maintains its streets with standard maintenance practices, including the fog sealing of those paved streets in good condition, recently paved, or those that have had previous maintenance such as crackfill. The City has done extensive research on street maintenance over the years and has found that HA5 is the most cost-effective and long-lasting seal coat available. Application of this material extends the useful life of the streets by four to seven years.
The HA5 mineral bond will be applied to select streets in the Foothills area and the parking areas at Cypress Park, SARA Park Trail Head and the Aquatic Center to preserve pavement conditions and extend the service life of these surfaces.
COMMUNITY IMPACT:
By contracting this work out, the City maximizes the efficiency and effectiveness of the community’s resources allocated to streets maintenance. Fog sealing streets and parking lots seals the surface and prevents the loss of fine aggregate in asphaltic concrete pavements and slurry seals. This extends the life of the pavement and maintains a smoother surface.
FISCAL IMPACT:
Funds in the amount of $130,433.78, plus applicable taxes, are allocated and available in the Fiscal Year 2026-27 Highway User Revenue Fund budget.
