SUBJECT:Title

Action: Resolution No. 25-3837 Approving the Submission of a Grant Application to the U.S. Department of Transportation, Federal Aviation Administration, and the Arizona Department of Transportation for the Runway Lights and Signs Improvement Project (Robert C. Kane)

CIP - Federal Aviation Administration (FAA) Grant (91.06%)

CIP - AZ Department of Transportation (ADOT) Grant (4.47%)

CIP - Airport Fund (4.47%)

 

PURPOSE:

To consider adopting a resolution approving the submission of a grant application to the Federal Aviation Administration (FAA) and Arizona Department of Transportation (ADOT) for the Runway Lights and Signs Improvement Project (“the project”).

 

BACKGROUND:

This project replaces legacy incandescent lighting systems that are beyond useable service life, inefficient and hard to maintain. The projects replace the Runway Lights, Runway End Identifier Lights (REILs) and Runway Distance Remaining Signs.

 

On August 13, 2024, the City Council approved C&S Engineers, Inc., Task Order No. 9, for the Design, Bidding and Construction Management for the project. Bidding on the project commenced April 1, 2025, and on April 30, 2025, four (4) sealed bids for the Construction phase were opened and evaluated. Valid bids are required by the FAA as part of the grant application process.

 

A FAA/ADOT grant application has been prepared for submission to cover the Design, Bidding, Construction Management and Construction of the project.

 

COMMUNITY IMPACT:

The Lake Havasu City Airport is a vital economic and transportation hub in our community. It plays a significant role in the local economy as well as bringing in many work-related visitors (military and civilian training).

 

FISCAL IMPACT:

Funds in the amount of $900,000 are allocated and available in the Capital Improvement Plan for the Design, Bidding, Construction and Construction Management of this project. This project will be funded as follows once the FAA and ADOT grants are approved: 91.06% - FAA Grant; 4.47% - ADOT Grant; 4.47% - Airport Fund.

SUGGESTED MOTION:

I move to adopt Resolution No. 25-3837 approving the submission of a grant application to the FAA and ADOT for the Runway Lights and Signs Improvement Project and authorize the City Manager to execute the grant agreements, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete activities funded by the grants, subject to the necessary review and approval by the City Attorney.
