Discussion and Action: Construction Contract for the Fiscal Year 2024-25 Crack Seal & Mastic Program to Holbrook Asphalt (Bill Young)

PURPOSE:

To consider award of a Construction Contract 500607 to Holbrook Asphalt for the Fiscal Year (FY) 2024-25 Crack Seal & Mastic Program in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

Lake Havasu City maintains its roadways with standard maintenance practices, including crack-sealing and mastic products for any asphalt pavement in need of treatment. Cracks form in our roadways due to expanding and contracting caused by extreme hot and cold temperatures. Crack seal and mastic products prevent water infiltration and improve pavement lifespan.

 

On November 20, 2024, sealed bids were opened; seven (7) bids were received in response for the labor portion of this project.  The seven (7) qualifying bids were as follows:

 

Holbrook Asphalt - $562,860.00

Cholla Pavement Maintenance, Inc. - $882,808.00

Cactus Transport, LLC - $941,020.00

Graham Contractors, Inc. - $959,360.00

VSS International, Inc. - $1,106,522.00

CR Contracting - $1,383,400.00

MD Rubberized Crackfill - $2,257,000

 

On November 26, 2024, City Council approved the cooperative purchase of crack sealant products from Maxwell Asphalt, Inc., and Superior Supply.

 

COMMUNITY IMPACT:

By contracting out the application process of crack sealant and mastic products, the City maximizes efficiency and effectiveness of community’s resources. Crack sealing our roadways extends the life of our roadways and maximizes the community’s return on investment.

FISCAL IMPACT:

Funds are allocated and available in the FY 2024-25 Highway User Revenue Fund in the amount of $562,860.
