Action: Professional Services Contract with SCRAM of Arizona for Continuous Alcohol and Drug Monitoring Services for the Tri-Cities Regional Veterans Treatment Court in Conjunction with the Substance Abuse and Mental Health Services Administration (SAMHSA) Grant (Mitchell Kalauli)

PURPOSE:

To consider approval of a Professional Services Contract (500850) with SCRAM of Arizona for Continuous Alcohol and Drug Monitoring Services for eligible participants in the Tri-Cities Regional Veterans Treatment Court in accordance with City Code §§ 3.10.010.2 (Specialized Services), 3.10.010.3.A.3, and 3.10.030.1.

 

BACKGROUND:

Lake Havasu City, in conjunction with Kingman and Bullhead, applied for and was awarded a Substance Abuse and Mental Health Services Administration (SAMHSA) grant to enhance the substance abuse services for Veterans ineligible for local Veteran Affairs services who participate in the Tri-Cities Regional Veterans Treatment Court. The five year grant will provide $50,000 annually for continuous alcohol and drug monitoring

services for Veterans participating in the Tri-Cities Regional Veterans Treatment Court program. SCRAM of Arizona previously provided the specialty services required by federal grants.   

 

The term of the Contract coincides with the grant and terminates on September 29, 2031, or in event the SAMHSA Grant is extended, the date in which the grant is extended.

 

COMMUNITY IMPACT:

Strengthening treatment programs reinforces the City’s and community’s commitment to supporting the Veterans Treatment Court; providing necessary treatment for justice involved veterans and enhancing the safety of our community.

 

FISCAL IMPACT:

Federal SAMHSA Grant funds allocated for continuous alcohol and drug monitoring:

FY 27/28 -  $50,000

FY 28/29 -  $50,000

FY 29/30 -  $50,000

FY 30/31 -  $50,000

FY 31/32 -  $50,000

FY 32/33 - Remaining Grant funds if approved for extension

 

Totaling: $250,000

POSSIBLE MOTION:Recommended Action

I move to approve and authorize the City Manager to execute the Professional Services Contract with SCRAM of Arizona for Continuous Alcohol and Drug Monitoring Services not to exceed $50,000 annually.

 

I move to not approve the Professional Services Agreement with SCRAM of Arizona.
