PURPOSE:
To consider awarding Construction Contract 500788 for the Fiscal Year (FY) 2025-26 Hot Mix Asphalt Repairs Project to Sunland Asphalt & Construction, LLC in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
The FY 2025-26 Hot Mix Asphalt Repairs project is part of the City’s ongoing pavement maintenance program and is intended to address deteriorated asphalt surfaces at various locations throughout Lake Havasu City. The project includes removal and replacement of asphalt pavement, installation of manhole collars, replacement of water valve cans and collars, and traffic control measures necessary to safely complete the work.
Timely asphalt repairs improve roadway conditions, reduce hazards such as potholes and surface failures, and enhance overall drivability for residents, visitors, and emergency services.
By proactively addressing pavement deterioration, the City minimizes long-term repair costs and disruptions while maintaining a higher level of service for the community. Additionally, improved road conditions contribute to vehicle safety, reduce wear and tear on vehicles, and support efficient mobility throughout the City.
On April 15, 2026, sealed bids, B26-PW-SM604C-500788, were opened and three (3) bids were received as follows:
Sunland Asphalt & Construction - Base Bid = $795,300
Combs Construction Company - Base Bid = $844,000
NPG Asphalt, Inc. - Base Bid = $899,600
COMMUNITY IMPACT:
This project supports the City’s commitment to maintaining safe and reliable transportation infrastructure.
FISCAL IMPACT:
Funding in the amount of $795,300 is allocated and available in FY 2025-26 Street Fund/Highway User Revenue Fund.
