Action: Resolution No. 25-3858 Approving an Agreement with the Arizona State Parks Board Regarding the Western Arizona Law Enforcement Training Academy (Chief Stirling)

PURPOSE:

To approve an Agreement with the Arizona State Parks Board for use of the Water Safety Center to house the Western Arizona Law Enforcement Training Academy (WALETA).

 

BACKGROUND:

The WALETA Training Facility has been operating at the Lake Havasu State Park Water Safety Center, located at 1801 Highway 95 South, since the inception of the training academy in Fiscal Year 2007-08.  The Agreement renews the current agreement which expires in August 2025, and outlines the responsibilities of Lake Havasu City, as the fiduciary for WALETA, to continue to utilize the facility for this purpose.

 

COMMUNITY IMPACT:

The Water Safety Center is an ideal location for WALETA with the classroom and training building improvements that have been completed since the original agreement.  Operating the WALETA locally allows for Lake Havasu City Police Department and neighboring agencies to train police officers without having to send them to academies in the Phoenix area, which are in high demand for valley agencies and often have waiting lists to obtain available training openings.

 

FISCAL IMPACT:

Appropriation for the annual lease amount of $20,400 plus separately metered utilities is included in the Fiscal Year 2025-26 WALETA budget.  Funds are derived from AZ Peace Officer Standards and Training (AZPOST) Board and fees collected from agencies for training.
