Discussion and Action: Construction Contract to Pioneer Earth Movers, Inc., for the Dick Samp Parking Lot Project (Bill Young)

PURPOSE:
To consider the award of a Construction Contract 500563 to Pioneer Earth Movers, Inc., for the Dick Samp Parking Lot Project (Project B25-PW-SM604C), in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
Dick Samp Memorial Park serves a variety of community outdoor activities, including two little league ballfields, a batting cage, and a large playground. In 2022, Lake Havasu City added four additional pickleball courts, bringing the total number of courts at Dick Samp Memorial Park up to sixteen. With the addition of these four courts, there is a need for additional parking to accommodate the thousands of residents that utilize these spaces. Currently, additional parking is only available in a dirt lot.
This project was identified as a safety concern for our citizens and was advertised for bid in September 2024. On September 25, 2024, the City received four qualified bids. The lowest bidder for this project is Pioneer Earth Movers, Inc., for $139,480 plus applicable taxes.
COMMUNITY IMPACT:
Paving the additional parking area will increase safety for all users at Dick Samp Memorial Park.
FISCAL IMPACT:
Funds are allocated and available in the Fiscal Year 2024-2025 Public Works Department, Facilities Maintenance budget within the General Fund in the amount of $139,480 plus applicable taxes.
