PURPOSE:

To consider adoption of a resolution ratifying the submission of a grant application to the U.S. Department of Justice: Bureau of Justice Assistance FY25 Office of Justice Programs Community Based Violence Intervention and Prevention Initiative for the Lake Havasu City Strategic Presence and Adaptive Response Initiative and authorize all actions necessary to implement the grant.

 

BACKGROUND:

The FY25 Office of Justice Programs Community Based Violence Intervention and Prevention Initiative (CVIPI) grant funding to reduce violent crime and improve public trust through a range of cross-sector enforcement, prevention, and intervention strategies that leverage active collaboration with communities through sustained partnerships and engagement. Intervention and prevention strategies support and enhance enforcement activities through targeted engagement, deterrence-based approaches, and structured support and service systems with a focus on intervening with individuals at the highest risk of involvement in violent crime, either as perpetrators or victims.

 

COMMUNITY IMPACT:

Lake Havasu City (LHC) proposes the Strategic Presence and Adaptive Response (SPAR) Initiative, a phased project designed to significantly reduce violent crime and foster deeper community trust through enhanced, mobile operational capacity. The SPAR Initiative is structured in three phases to build a robust, reactive mobile infrastructure:

                     Phase 1: Mobile Command Unit (MCU). The MCU will serve as the central, resilient operational hub for all cross-sector violence prevention and intervention efforts. It provides a state-of-the-art platform capable of housing multiple law enforcement and community elements during any critical incident. Its primary function is to facilitate real-time coordination, data analysis, and strategic implementation of CVIPI strategies, allowing for a reactive mobile response to emergency situations.

                     Phase 2: Mobile Pole Cameras. The acquisition of two advanced, deployable mobile pole cameras will enable the strategic establishment of a visible and adaptive police presence in high-risk zones, violence hotspots, and at major community events. These cameras will enhance situational awareness, provide immediate intelligence for intervention efforts, and serve as a persistent deterrent to criminal activity in targeted areas.

                     Phase 3: Crash-Rated Removable Bollards. These bollards will be acquired to ensure the physical safety and security of large community gatherings and planned events where the Mobile Command Unit and other CVIPI activities are deployed. This measure prevents vehicle-as-a-weapon attacks, safeguarding both community members and law enforcement/partner staff, thereby encouraging higher attendance and participation in prevention programs.

 

Collectively, the SPAR Initiative integrates critical physical and technological resources to ensure a high impact, coordinated approach, allowing the City to effectively execute its CVIPI strategy by maintaining a proactive and reactive presence that strengthens community safety and trust.

 

FISCAL IMPACT:

The total project cost is estimated at $1,432,005. Lake Havasu City is requesting $1,402,005 and will provide a General Fund match of $30,000 to install bollards on Main Street.

I move to adopt Resolution No. 25-3884 ratifying the submission of a grant application to the U.S. Department of Justice: Bureau of Justice Assistance Fiscal Year 2025 Office of Justice Programs Community Based Violence Intervention and Prevention Initiative for the Lake Havasu City Strategic Presence and Adaptive Response Initiative and authorize the City Manager to execute all subsequent agreements, deliver all documents necessary to carry out the terms and intent of the grant, subject to necessary review and approval by the City Attorney.
