PURPOSE:
To consider adopting a resolution approving an Agreement Establishing an Alliance between the Arizona Division of Occupational Safety and Health (ADOSH) and Trenching and Excavation Stakeholders aimed at improving trenching and excavation safety statewide through collaborative outreach, communication, and training initiatives.
BACKGROUND:
The Arizona Division of Occupational Safety and Health (ADOSH) and Trenching and Excavation stakeholders recognize the value of forming a cooperative relationship to strengthen workplace safety practices. The proposed Alliance is designed to support ADOSH staff, industry stakeholders, and others by improving access to safety information, guidance, and training resources intended to reduce and prevent hazards associated with working in and around trenches and excavations. The Alliance also promotes understanding of worker rights and employer responsibilities under the Occupational Safety and Health Act (OSH Act).
The agreement establishes a framework and shared objectives for Alliance activities. A written work plan will be developed to outline specific activities and timeframes. Injury, illness, and hazard exposure data may be used to identify areas of emphasis, and additional evaluation tools-such as member surveys-may be implemented to measure the Alliance’s effectiveness in improving workplace safety.
The Alliance acknowledges the important role of ADOSH’s On-Site Consultation Program and provides for information sharing among partners to support common safety objectives.
ADOSH’s Alliance Program is voluntary and does not imply endorsement of any organization or its products or services. Rather, it serves as a cooperative platform to advance shared safety goals.
An implementation team-including ADOSH representatives from Consultation, Compliance, the Compliance Assistance Supervisor, and others as appropriate-will meet at least six times per year to review activity progress and track outcomes.
The agreement remains in effect for two years. Either party may terminate participation with 30 days’ written notice, and modifications may be made at any time with written concurrence of both signatories.
COMMUNITY IMPACT:
Participation in the ADOSH Alliance supports enhanced public safety, reduces workplace risks for trenching and excavation operations, and promotes consistent access to high-quality safety information and training throughout the community. The cooperative model strengthens both regulatory understanding and the protection of workers engaged in high-hazard activities.
FISCAL IMPACT:
There is no direct fiscal impact associated with entering into this agreement. Any future activities requiring funding will be brought forward through the appropriate budget process.
