SUBJECT:Title
Discussion and Action: Cooperative Purchase for the Refurbishment of One (1) 2014 Pierce Velocity Engine/Pumper from Brindlee Mountain Fire Apparatus dba Firetrucks Unlimited (Chief Pilafas)
Body
FUNDING SOURCE:
General Fund
PURPOSE:
To approve the refurbishment of one (1) 2014 Pierce Velocity Engine/Pumper utilizing the Sourcewell Cooperative Contract 120921 under a Cooperative Purchase Agreement (500306) with Brindlee Mountain Fire Apparatus dba Firetrucks Unlimited, in accordance with City Code § 3.10.010.3(A)(1).
BACKGROUND:
The Fire Department & Vehicle Maintenance Division established a tentative 5-year Fire Department vehicle replacement/refurbishment plan to address the aging fleet, increase maintenance costs, and excess out-of-service time.
The plan was reevaluated in 2025, and it was determined that refurbishing the 2014 Pierce Velocity Engine/Pumper to be a good investment to extend the service life by 10-15 years. The cost of a new fire engine is over $1.3 million. A refurbishment is less than half of the cost of a new truck. The gold-level refurbished engine will be nearly new and will provide the Fire Department with a safe and reliable vehicle to serve the community.
The Fire Department determined that the refurbishment of the 2014 Pierce Velocity Engine/Pumper would be the most cost-effective refurbishment based on the engine's overall condition. The refurbishment will comply with the National Fire Protection Association 1912 Standard for Fire Apparatus Refurbishing. The estimated time to complete the refurbishment of the fire engine is twelve (12) to eighteen (18) months.
The City has completed several refurbishments with good outcomes. Staff recommends continuing the refurbishment program with Firetrucks Unlimited.
COMMUNITY IMPACT:
Providing a cost-effective and reliable fire engine to allow the Lake Havasu City Fire Department to serve the community’s needs for fire, rescue, and emergency medical services.
FISCAL IMPACT:
Funds in the amount of $475,000 are allocated and available in the Fiscal Year (FY) 2025-26 General Fund within the Fire Department budget. The estimated cost of the refurbishment of the 2014 Pierce Velocity Engine/Pumper is $510,356. An additional $35,356 will be requested during the FY 2026-27 budget process. With the long completion time, staff is requesting an approval amount not-to-exceed $600,000 to allow for any unforeseen expenses during the process. The amount requested for FY 2026-27 will be adjusted accordingly.
