PURPOSE:
To consider a cooperative purchase of one (1) Ford Transit ADA Van utilizing the Arizona State Contract (CTR054848), City’s Cooperative Purchase Agreement 500579, in accordance with City Code § 3.10.010.3(A)(1).
BACKGROUND:
This vehicle will replace a 2020 Dodge ProMaster that has met its useful life. This 2020 ProMaster has been experiencing mechanical concerns on the upfitting of the slider doors, and it is creating a safety concern. This replacement Ford Transit ADA van has a lift and will be a good replacement for this vehicle. The vehicle configuration will be 4 passengers in the rear with one wheelchair position with a lift.
Transit is currently down four vehicles due to mechanical issues. Three of these vehicles are now no longer in service and the fourth one is currently waiting for parts that are being provided by the manufacturer. Transit has had to reduce the drivers’ shifts from seven a day to six due to lack of vehicles for service. The last of the 2020 ProMasters went out of service on 9/12/2025. Since then, we had 247 missed rides, averaging 14 rides a day, because of the cut in availability of service.
This purchase will be made utilizing the Arizona State’s Cooperative Contract CTR054848 (500579) executed by the City on September 11, 2024. On July 22, 2025, City Council approved the purchase of two BraunAbility ProMaster Vans from Model 1 Commercial Vehicles in the amount of $268,254. This item is before City Council for approval because the cumulative spend with Model 1 Commercial Vehicles exceeds the City Manager’s delegation.
COMMUNITY IMPACT:
Providing a cost-effective and reliable fleet of vehicles allows Lake Havasu City Transit to meet its goals of providing safe efficient and effective services and programs for the community.
FISCAL IMPACT:
The total cost of the vehicle is $57,502. Funding is partially from Lake Havasu City’s apportionment of 5307 funding ($48,877) and partially by the local match of $8,625 from the General Fund. Funds for this vehicle are allocated and available in the Fiscal Year 2025-26 budget. The Transit operations and maintenance budget will cover any operating expenditures related to this vehicle.
