PURPOSE:
To consider awarding a Construction Manager at Risk (CMAR) Preconstruction Services Contract (Contract 500575) to Ames Construction for the Second Bridge and Roadway Construction Project in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
Through a legislative appropriation, championed by State Representative Leo Biasiucci and former State Senator Sonny Borrelli, $35.5 million is available for the design and construction of a second bridge connecting the Island to the mainland in Lake Havasu City, for the purpose of improving safety and providing for an additional emergency evacuation route.
The pre-construction footprint runs along London Bridge Road to South Palo Verde Boulevard, and across the channel to McCulloch Boulevard. The pre-construction project services consist of working with our contract engineering firm NV5 and the City to perform bridge design, planning for new and existing roads to and from the bridge, and the relocation of utility lines placed under or in the bridge, which are currently located under the Bridgewater Channel.
Funds are included in the Fiscal Year 2024-25 Capital Improvement Plan (CIP) for the design and construction of the bridge and roadways. CMAR is an alternative delivery method allowed under A.R.S. Title 34 which entails a commitment by the Construction Manager to deliver the project within a Guaranteed Maximum Price (GMP).
A formal Request for Statements of Qualifications (RFSQ) for CMAR Services for the Second Bridge and Roadway Construction Project was conducted. Three firms responded to the RFSQ, and their proposals met the requested qualifications. All three firms were selected for formal interviews and Ames Construction is the top ranked firm after the final interview scoring.
CMAR Services are separated into two phases: Phase 1: pre-construction services during the design phase, and Phase 2: construction services for a Guaranteed Maximum Price (GMP). This recommendation is to consider award of the Phase 1 scope: pre-construction services. Public Works has negotiated a fee for Phase 1 - CMAR Preconstruction Services with Ames Construction, Inc., in the amount of $458,042.96 which appears reasonable and will consist of the following activities to be conducted by the Consultant:
1.1 Task - 1: Phase 1 Design Assistance
1.2 Task - 2: Design Support Specific to the Bridge Structure
1.3 Task - 3: Design Support Specific to Roadway Items
1.4 Task - 4: Design Support Specific to the Utility Design
1.5 Task - 5: Provide 30% Cost Estimate
1.6 Task - 6: Provide 60% Cost Estimate and GMP
1.7 Task - 7: Potholing and Existing Utility Investigations
This work will be performed in conjunction with the contracted engineering firm NV5.
COMMUNITY IMPACT:
A second bridge will improve safety and provide an additional emergency evacuation route.
FISCAL IMPACT:
Funds are allocated and available in the Fiscal Year 2024-25 CIP utilizing funding from the 2024 Legislative Appropriation Transportation Projects.

I move to award the CMAR Preconstruction Services Contract for the Second Bridge and Roadway Construction Project to Ames Construction in the amount of $458,042.96.
