PURPOSE:
Award Bid for Effluent Reuse Enhancement in accordance with City Code Section 3.10.040. (Project No. SS2960)
BACKGROUND:
Since 2009, Lake Havasu City has recharged over 3045 acre-feet of treated wastewater into the subsurface at the North Regional Wastewater Plant via vadose injection wells. This amount translates to over one million dollars worth of treated wastewater for irrigation at the current “treated effluent charge for reuse” of $329.31/ acre-foot. The treated wastewater has created a water mound above the Colorado River accounting surface elevation from which extracted water does not count towards the City’s annual Colorado River water allocation, thus providing a substantial water volume to the city’s water supply portfolio. In an attempt to access and reuse the treated wastewater, a project bid request to drill and develop one test recovery well was issued and AZCA Drilling Company submitted the lowest bid at $121,200.00.
COMMUNITY IMPACT:
Provide a stronger and more flexible water supply to minimize impacts of water shortages and to support development growth.
FISCAL IMPACT:
Appropriations in the amount of $109,800.00 are available for project SS2960 in account 533-4210-422-.62-04. The shortfall of $11,400.00 will be transferred from account 531-4210-422.43-20.
