SUBJECT:Title
Award Professional Services Agreement for the Programming, Design, Construction Manager At Risk (CMAR) Management, and Construction Management of Fire Station No. 7 to Perlman Architects of Arizona (Mike Wolfe)
Body
FUNDING SOURCE:
CIP-General Fund
PURPOSE:
Award Agreement for Professional Services (Contract 500404) for the design and construction management of the new Fire Station No. 7 Building and Site Development in accordance with City Code §§ 3.10.010.2 (AZ Title 34) and 3.10.030.1.
BACKGROUND:
The City-owned 1 acre parcel at 3846 Sloop Drive has been planned as the strategic location for a new 12,000 square feet Fire Station 7 facility to best meet the needs of the community for Fire and Emergency Medical Services. The City has planned this project in the upcoming Fiscal Year 2024-25 Capital Improvement Plan for the design and construction of the facility via the CMAR delivery method of contracting.
The City solicited and reviewed Statements of Qualifications submittals from five prospective Architectural firms and by committee, selected three for interviews and ultimately selected Perlman Architects of Arizona as the most qualified firm to enter negotiations for a contract. After six weeks, the committee has negotiated a full services scope and fee for Programming, Design, CMAR Management and Construction Management in the amount of $514,149.88, which appears reasonable as it is approximately 9% of the estimated construction cost.
COMMUNITY IMPACT:
A fire study recommended this facility and location based on increased housing developments in the area. Fire Station No. 7 will allow the Fire Department to improve response times in the service area with response times expected to decrease from 6-14 minutes to 2 to 6 minutes. Fire Station No. 7 will serve 11,805 residents and 7,882 parcels and protect over $2 billion in structures. The Fire Station will strike a balance between function, cost and seamless integration into the surrounding neighborhood, thereby enhancing the quality of life for those it will serve.
FISCAL IMPACT:
Funds are allocated and proposed in the Fiscal Year 2024-25 Capital Improvement Plan using General Funds.
