PURPOSE:

To consider approval of a Cooperative Purchase Agreement (500641) and the purchase and installation of a Valve Maintenance Skid from Balar Holding Corp., utilizing the City of Tempe’s Cooperative Purchase Contract (T21-139-02) in accordance with City Code §§ 3.10.010.2(A)(1) and 3.10.030.1.

 

BACKGROUND:

The Valve Maintenance Skid will assist the Water Maintenance Division to repair, replace, and maintain approximately 7,000 valves within Lake Havasu City’s water system.

 

This equipment will be mounted to a utility vehicle that has been purchased separately by the City. The Valve Maintenance Skid will be used to automate the process of “valve exercising”, or cycling valves through their full range of motion, opening and closing repeatedly to ensure each valve moves freely and functions properly, thus, preventing broken or damaged valves.

 

Exercising the valves on a regular basis helps to ensure that the valves will operate when needed for a repair on that section of line by preventing sticking or debris buildup.

 

The total cost of the Valve Maintenance Skid, including installation, tax and freight is $117,199.41 which is included in the Fiscal Year 2024-25 Water Utility Fund budget.

 

COMMUNITY IMPACT:

Regularly scheduled valve exercising is crucial to prevent problems and maintain optimal water system performance. The use of this equipment will help the City avoid serious disruption of water service from inoperable, and/or broken valves, and will reduce labor and equipment costs.

 

FISCAL IMPACT:

Funds are allocated and available in the Fiscal Year 2024-25 Water Utility Fund budget.
