PURPOSE:
To consider awarding a bid (contract 500802) for the 2026 Water Main Replacement Project in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
After careful evaluation of the water system, the Public Works Water Utility Division and Capital Programs staff identified the following water mains that need to be replaced this fiscal year: Hound Drive, Hound Place, Hound Lane, Solar Circle, Knob Hill Lane, Alley 21-El Camino Way, Jersey Mikes Alley, Fountain Palm Drive, Desert Drive, Desert Place, Desert Court, Bamboo Place, Date Row Lane, Seabring Drive, Pennant Lane, Camero Court, Arabian Lane, Date Row Drive, and Locust Lane.
On August 26, 2026, sealed bids were opened for the project, and six (6) bids were received in response as follows:
Pat Bern Construction, LLC Total Bid = $3,053,842.50
Mountain High Excavating, LLC Total Bid = $3,370,550.00
Pronghorn Services, LLC Total Bid = $3,898,193.00
Loenbro, LLC Total Bid = $4,330,324.75
Kay Constructors, LLC Total Bid = $4,529.586.00
MJP Power, LLC (dba All Utility Work) Total Bid = $4,814,432.17
COMMUNITY IMPACT:
Replacing water mains, water services, and fire hydrants will ensure the delivery of potable water to the community now and into the future.
FISCAL IMPACT:
Funds in the amount of $3,053,842.50 are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing Water Utility funds.
