PURPOSE:

To consider the award of the Bid (Contract 500822) for the North Havasu Additional Tank Re-Bid Project in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

In March of 2024 a technical memorandum was completed by Jacob’s Engineering Group that concluded an additional tank reservoir was needed at the northern reservoir site located by the airport, and it needed to be sized at 750,000 Gallons.

 

Tank Industry Consultants was selected by the City to design a new 750,000 gallon tank. Bids were opened on April 15, 2026, and ultimately rejected. Value engineering was performed and the project re-advertised.

 

On August 12, 2026, sealed bids were opened for the project, and six (6) bids were received in response. The six qualifying bids were:

 

Excel AZ, LLC = $2,822,835

Technology Construction Inc = $2,885,000

Kay Constructors = $2,951,740

Summit Construction Co. = $2,964,528

Felix Construction - Base Bid = $3,022,556

Schofield Civil Construction, LLC = $3,194,700

 

 

COMMUNITY IMPACT:

The construction of the North Havasu Additional Tank, a 750,000 gallon steel welded tank, will not only allow for continued service and increased storage capacity as the City’s population continues to grow, but also permit much needed maintenance to be performed on the existing two million gallon tank that will be adjacent to the new tank.

 

FISCAL IMPACT:

Funds in the amount of $2,822,835 are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan, utilizing Water Utility Funds.
