COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Patrick Cipres, Transit Manager

SUBJECT:Title

Discussion and Action: Cooperative Purchase of Two (2) BraunAbility ProMaster ADA Low Floor Vans from Model 1 Commercial Vehicles, Inc. (Patrick Cipres)

Body

FUNDING SOURCE:

Federal Funds - $245,218

General Fund - $43,274

PURPOSE:

To consider a cooperative purchase of two (2) BraunAbility ProMaster ADA Low Floor Vans utilizing the Arizona State Contract (CTR080563), City’s Cooperative Purchase Agreement 500855, in accordance with City Code § 3.10.010.3(A)(1).

BACKGROUND:

The proposed vehicle purchase includes one replacement vehicle for a 2015 Ford Transit and one expansion vehicle. The expansion vehicle is essential to maintaining reliable transit service when another vehicle is temporarily unavailable for scheduled maintenance or unexpected repairs. Currently, removing even one vehicle from service creates challenges with the scheduling of the vehicles.  Adding an expansion vehicle will provide the fleet capacity needed to maintain consistent service, reduce disruptions, and improve operational flexibility.

Both vehicles will be BraunAbility ProMaster ADA low-floor vans equipped with bus-style doors. The Transit Division currently operates four vehicles of this type, which have proven to be well suited to its operational and passenger needs. Each new vehicle will accommodate seven seated passengers and one wheelchair position and will include an accessible ramp. As the fleet’s maintenance needs continue to increase, replacing the aging vehicle and adding necessary fleet capacity are priorities for providing safe, efficient, and dependable transit service.

This purchase will be made utilizing the Arizona State’s Cooperative Contract CTR080563 (500855). This contract allows for the purchase of Mobility Vehicles and Vehicle Conversion Services from Model 1 Commercial Vehicles, Inc.

COMMUNITY IMPACT:

Providing a cost-effective and reliable fleet of vehicles allows Lake Havasu City Transit to meet its goals of providing safe efficient and effective services and programs for the community.

FISCAL IMPACT:

The total cost of the two vehicles is $288,492. Funding is partially from Lake Havasu City’s apportionment of 5307 funding in the amount of $245,218. The local match is $43,274 and is funded by the General Fund. Funds for these vehicles are allocated and available in the Fiscal Year 2026-27 budget. The Transit operations and maintenance budget will cover any operating expenditures related to the vehicles.
