Action: Resolution No. 25-3823 Approving an Intergovernmental Agreement with Desert Hills Fire District for Self-Contained Breathing Apparatus Services (Chief Pilafas)

PURPOSE:

To consider adopting a resolution approving the Intergovernmental Agreement (IGA) to provide annual inspections, testing, fit testing, and repairs for Desert Hills Fire District (DHFD) for self-contained breathing apparatus (SCBA).

 

BACKGROUND:

Lake Havasu City Fire Department (LHCFD) is a MSA certified air mask repair education (C.A.R.E.) service site and agrees to provide to DHFD annual inspection, testing, and fit testing, as well as repair of its SCBA as required by the National Fire Protection Association (NFPA) 1852 (Services). 

 

Services provided by City specifically include:

1.                     Annual flow testing for submitted District SCBA.

2.                     Annual SCBA fit testing of District personnel.

3.                      Performance of warranty work and other repairs as needed on submitted MSA SCBA in accordance with the manufacturer’s specifications. 

4.                     Maintenance of records of all repairs and annual testing. 

 

Services will be provided upon the request of District.  All Services will be conducted at a City Fire Station, subject to change based on City’s discretion. Services scheduling will be mutually agreed upon in advance and in writing by LHCFD and DHFD.

 

The City has been delivering this service to DHFD since July 1, 2022, and the existing IGA expires on June 30, 2025. LHCFD and DHFD reached an agreement to continue the services under a new IGA from July 1, 2025, to June 30, 2028.

 

COMMUNITY IMPACT:

This IGA will continue to allow the Lake Havasu City Fire Department to assist the Desert Hills Fire District with annual inspection, testing, and fit testing, as well as repair of its SCBA.

 

FISCAL IMPACT:

DHFD agrees to pay to City the fully burdened hourly rate, as may be amended from time to time by City, plus 3.5% for the Services rendered. City will invoice DHFD for Services rendered after completion.  Payment is delinquent when received ten (10) calendar days or more after the due date on the invoice.  A late fee in the amount of five percent (5%) of the monthly use rate will be assessed for each delinquent payment.

I move to adopt Resolution No. 25-3823 approving the Intergovernmental Agreement with the Desert Hills Fire District and authorize the City Manager to execute the Agreement on behalf of the City.
