PURPOSE:

To consider award of a Construction Contract 500734 to Perco Rock, Co., for Runway Safety Area Improvements Project 104012 in the amount of $876,830.70 in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

The Multimodal Planning Division Aeronautics Group of the Arizona Department of Transportation provides funding through grants to assist local communities in maintaining and improving the structures of public airports. This grant is for use in defraying the City’s share of the costs of the Runway Safety Area Improvements Project; City’s Capital Improvement Plan Project Name: Runway Safety Area (RSA) Improvements at the Lake Havasu Municipal Airport.

 

On December 3, 2025, sealed bids were opened and nine (9) bids were received as follows:

 

Total Maintenance Erosion Control - Base Bid = $815,568

Perco Rock, Co. - Base Bid = $876,830.70

Groundwater Partners - Base Bid = $886,668

Mountain High Excavating - Base Bid = $922,621

Combs Construction - Base Bid = $1,064,857

J. Banicki Construction - Base Bid = $1,108,736

Sunland Asphalt - Base Bid = $1,134,966

Lincoln Construction - Base Bid = $1,175,444.40

Rummel Construction - Base Bid = $1,239,783.50

 

The apparent low bid, Total Maintenance Erosion Control, failed to submit all required documents and does not carry a Class A Contractors License and, therefore, was deemed non-responsive. Staff is recommending award of the bid to Perco Rock, Co. 

 

COMMUNITY IMPACT:

Sustainable and safe infrastructure for aeronautical travel for travelers utilizing the City’s municipal airport.

 

FISCAL IMPACT:

$876,830.70 is allocated and available for this project in the Fiscal Year 2025-26 Capital Improvement Plan. The Arizona Department of Transportation will fund 90% of the project ($789,147.63), with the remaining 10% ($87,683.07) funded by the City.
