PURPOSE:
To consider approving Change Order No. 2 to add “Priming and Protective Epoxy Painting to all ceilings within the limits of the construction areas,” to the Mulberry Treatment Plant (MTP) Roof Replacement Project (Contract 500675) in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.020.6.
BACKGROUND:
The built-up asphalt roof at the Mulberry Treatment Plant Headworks Building has deteriorated beyond its useful service life and requires full replacement. The existing roof drains and rain leaders have presented ongoing issues. Replacement of these drainage components, including associated piping, is also necessary to ensure proper water management and prevent further structural degradation.
On July 8, 2025, City Council awarded the MTP Roof Replacement Project to T.R. Orr, Inc., in the amount of $152,000. During construction, it was determined that the existing ceilings within the project limits had previously been coated with standard architectural paint. The restored and repaired surfaces will benefit from a protective two-part epoxy paint coating. The epoxy coatings will provide enhanced durability, significantly extending the service life of these finishes in the treatment plant’s harsh operating environment.
COMMUNITY IMPACT:
Restoring the roof of the MTP Headworks Building will eliminate a source of ongoing maintenance and environmental exposure, reducing the risk of water infiltration and structural damage. Replacement of the deteriorated roof and associated drainage systems will enhance overall site safety, reduce liability, and contribute to the long-term preservation of public infrastructure. This investment supports responsible stewardship of community assets and helps maintain the integrity and appearance of the surrounding area.
FISCAL IMPACT:
Funding in the amount of $31,029 is allocated and available for this project in the Fiscal Year 2025-26 Capital Improvement Plan utilizing Wastewater Utility Funds.
